One registry with one lifecycle — discovered, assessed, sanctioned, restricted, blocked. DeepSeek turned up in week 10: three users, nine interactions, no assessment yet. Grok was assessed HIGH at the week-6 review and refused at the allow-list since.

Shadow-AI discovery and the allow-list are the same object at two stages, which is why an unassessed tool carries no chip rather than a green one — an unrated tool is an open question, not a safe answer. Blocked is empty, and the page says why rather than filling it.

Look atDeepSeek’s severity: unrated, because the assessment has not been performed. That is the step the chips prove somebody does.
